766 bearing block brass spacer question?

How loose/tight should the brass spacer be between the radial bearing and the thrust bearing inside the bearing blocks? I know it should be loose enough to self center when inserting the main shaft, but should it be tight enough to rotate the thrust bearings when the inner race of the radial bearing is turned using thumb pressure?

My lower bearing block spacer is very loose and can freely move around inside and does not rotate the thrust bearings when the radial is turned. My middle bearing block spacer is tight and does not move freely and turns the thrust bearings when the radial bearing is turned?

Both radial bearings in both blocks are seated all the way. In order for the thrust bearings to do their job and relieve the forces off the radial bearings, shouldn't everything be tight so the thrust bearing race supports the spacer which supports the inner race of the radial bearing during hard collective pumps?
