If I remember well you max head speed, even if it was set at 2150, was 3400 and not 3100

Wow, 3400?!  That is some insane overspeeding.  I'm not a big fan of Castle's gov but mine holds target rpm reasonably well, even with v3.27 firmware.

Chris, do you have a link handy for tips on vbar gov setup?

Humm.  Need to check the log myself.  I was doing lots of fast forward flight and loops this past weekend.  Might be interesting to look at that.  I didn't notice any overspeeding while flying.
