Upper Jesus bolt "floats"

My 696 upper Jesus bolt floats when tight. The bolt is tight because the nut bottoms out on the shank. It's like the counterbore is a tiddybit too deep.

I checked the bolt against the dead 696 (moment of silence please...) and the shank length is spot on in comparison.

Is this cause for concern?

Should I shim it?

Edit: looked at the dead 696 and it is the same way. Maybe by design?

The jesus bolts have a shoulder for a reason. So yes they may “float”.
The Jesus bolt on the head block typically does not. Should not be an issues though.
