tail blade bolts

Tail blades are tight, even if I keep the bolt through the root of the blade in the holder loose.  I must make it so that the tail bolt has play in it for the tail blades to have just decent movement, but not even close to flopping downward on their own weight.

Your experience and solutions?

If you expect the blades to be loose and drop freely in the grips that is not correct.
Blades should move to some degree in the grips but should stay in position when spread open.

I guess I am not looking for them to drop freely, but at least not require a "decent" push.  This is very subjective on pressure.  I don't want tight tail blades to cause any issues with tail gain adjustments.

They will also loosen up after use. Keep that in mind. Never had any issues with the grips being too tight as is. At least using Rails :-)
As long as they are somewhat moveable you should be fine. You could polish up the washers on some wet and dry sandpaper. That may be enough.
