Mine is in the high 70s.  What is the distance from the center of the servo to the ball on your tail servo?

I also didn't mention Im running the standard 18T for the main gear and 20T for the tail. I am running a very low head speed 1750.

After posting the question, I'm thinking that my head speed is too low for the standard tail and need to run 18T
speed up kit.

I read the manual again and I found
2,200 RPM or Less:
Synergy offers an optional tail pulley
(18T) to increase the speed of the tail
rotor if desired.

IMPORTANT: Stock tail rotor rpm is
optimized for Rail 80.6 tail blades with
head speeds 2,300 RPM or greater.

Could this be my issue.

Yes, that is most likely what's causing it.  If you're going to consistently run low head speeds you'll want the 18T tail pulley, for sure.
