The SK540 regulates the power going to the gov channel, you can run HV servos straight off a Lipo and the Hobbywing will be fine.

As for the settings in the gov, never used the SK so can't help you there, but your RPM sensor is fine.

I'm using a hobbywing rpm sensor,..it states to use 3 to 5v to power...
The HobbyWing RPM sensor manual states two different voltage ranges.  Under the "How to Use" section, it states, "the red wire is connected to 3.3v or 5v to supply the sensor...", which is consistent with your statement above.  However, under the "Specifications" section, item #3 states "Working voltage:  3.5V to 8.4V (1S to 2S Lipo)".

also in the 540 setup menu,.what recommended head speeds should I include,...I'm goin with the 14t pinion what would be the proper gear ratio to input,...also if I put the the throttle curve as recommended how does that guarantee the headspeeds,...
To calculate the max head speed to enter on the SK-540 or any other FBL unit, you may want to use the MrMel Head speed calculator http://heli.dacsa.net/calcv3/Default.aspx.

When choosing a head speed, keep in mind to optimally spin the tail blades between 9,500 and 10,000rpm.  This will help determine whether the stock 4.0:1 or the optional 4.5:1 tail gear ratio would work best for you.

I use the GloBee IntelliTach to verify the rpm at the field.  http://www.advantagehobby.com/120330/GPMGPMP2500/

Refer to the Skookum governor instructional video SK 720 Governor Setup Walkthrough.  Remember to divide the ratio x pole calculation by 2.
