Are you referring to the carbon tail control rod?  The metal bushing over the ends of each rod are simply the brass blade bolt inserts included with most 90 size main rotor blades that are glued in place. If you want to use heatshrink simply purchase another packet of the carbon rod guide heat shrink and use that at the end of each rod.

Super,

If your looking for different sizes of heat shrink "SHRINK TUBE" try Radio Shack, They have Packages with multiple Sizes in them and they Tend to be a bit stiffer than Most. If you can't find any Let me know and I can mail you some. I have truck loads of it. "AVIONIC SHOP" lol.  (you are speaking on where the control rod passes through the "Guide" on the Tail Boom Right? or is it the horizontal fin/boom support/guide bushing? LMK if I can help..

What I did was put metal tape on the tail control rod where it would rub on the pushrod guide. This is basically the same as putting a metal sleeve but less permanent (easier to remove if need be).

It's called Aluminum tape? Man, I've been calling it the wrong thing for my whole 18 years!  :P
But yes that is what I am referring to! It works great and doesn't allow any wearing on the carbon control rod.
