Could you be clearer about the run-out numbers that you are seeing? If I understand correctly you are seeing .006 of run-out. This is a fairly high number and you should easily be able get that under .002. With that much you will get quite a lot of vibration and that could be why your fuel is foaming but it may not be the only reason. You could also not have the engine and clutch stack aligned properly. I recommend that you loosen and refit the fan assembly back on the shaft and slightly tighten both pinch bolts and then take a reading. Tighten them a little more and take a reading. Continue that process until your fan hub is tight and is on straight. If you aren't able to get the readings any lower, you may have a bent or defective fan hub.
