It's hard to explain this with such small screws where the torque value is measured by feel.
Basically, I ran them down back-and-forth until they stopped without applying force to close the gaps. After that I equally turned them until they felt "tight enough". To the point where I knew the clamps were pinching but not stretching the threads. I want to say maybe 1/4 or 3/8 turn after the initial run down. I don't think they made it to 1/2 turn and definitely not a full turn.
The loc-tite and the "spring" force of the clamp will hold the assembly tight so definitely avoid stretching the screws.
